The goals of the CWD Program are to decrease the cybersecurity workforce shortage and equity gap by increasing the pipeline of future cybersecurity professionals through workforce development and develop non-traditional training providers’ capacity in cybersecurity workforce development to support their long-term success. The CWD Program supports Goal 3: Secure Cyberspace and Critical Infrastructure in the Department of Homeland Security Strategic Plan 2020-2024 and Goal 1: Cyber Defense in the CISA Strategic Plan 2023-2024. To achieve these goals, a CWD Program cooperative agreement will have three objectives: (1) implement an engaging training hub (virtual, in person, or a hybrid combination) covering both national and regional cybersecurity challenges to deliver cybersecurity training to a target audience of underserved communities and connect participants and employers in one or more CISA regions; (2) implement an apprenticeship and/or placement program for entry-level cybersecurity professionals that is supported by affiliations with cybersecurity entities who may support program enrollees and/or graduates; and (3) place training program graduates into full-time, entry-level cybersecurity jobs.

FY 2021 Awards. CISA awarded two cooperative agreements in FY 2021 both with a 3-year period of performance of September 30, 2021, to September 29, 2024. The accomplishments of these recipients in FY 2023 included: (1) one recipient had a total percentage of participants who completed training and apprenticeship activities and obtained employment of 84%; (2) the other recipient had a total percentage of participants who completed training and apprenticeship activities and obtained employment of 51%; and (3) both recipients recruited a combined 102 participants and reached 192 employers across 7 CISA Regions in FY 2021 and FY 2022.
FY 2023 Awards. CISA awarded two cooperative agreements in FY 2023 both with a 3-year period of performance of September 30, 2023, to September 29, 2026. There were no significant accomplishments in FY 2023.
FY 2021 Awards. The estimated accomplishments of the two recipients during the final year of the period of performance are: (1) one recipient projects that the percentage of participants who will complete training and apprenticeship activities and obtain employment will be 80%; (2) the other recipient projects that the percentage of participants who will complete training and apprenticeship activities and obtain employment will be 80%; and (3) the recipients project that they will recruit a combined 102 participants and reached 192 employers across 7 CISA Regions in FY 2024.
FY 2023 Awards. The projected accomplishments of the two recipients during the first year of the period of performance include: (1) submitting 3-year workplans; and (2) enroll 300 participants in training.
FY 2023 Awards. The projected accomplishments of the two recipients during the second year of the period of performance include: (1) 80% of participants employed as cybersecurity professionals; and (2) 300 participants enrolled in training.
