Program objective

To establish and operate voluntary family planning services projects, which shall provide family planning services to all persons desiring such services, with priority for services to persons from low-income families. These projects will serve the areas and/or populations within the United States, Washington DC, Puerto Rico, the US Virgin Islands, and the U.S. territories and freely associated states.

    OPA funded 73 organizations to provide family planning services to an estimated 3.1M clients.

    Title X provided services to 2.8 million clients in 2023, a 7% increase from 2022. 60% of Title X clients had incomes below 100% of the Federal Poverty Level and received services for free and another 23% of clients had incomes between 101%-250% of the FPL and received services on a discounted, sliding fee scale. The Title X program provided clients access to a wide range of contraceptive methods to meet individual needs and allow clients to choose the method that works best for them.

    Performance measure data is not available for FY2024 yet. The Title X program aims to provide a wide range of voluntary family planning services to 3 million clients nationwide, the majority of whom are low-income and receive services for free or at a discounted rate.

In accepting the award, the recipient stipulates that the award and any activities thereunder are subject to all provisions of 45 CFR part 75, currently in effect or implemented during the period of the grant or other Department regulations and policies effective at the time of the award. In addition, recipients must comply with all terms and conditions outlined in their grant awards, the Department of Health and Human Services (HHS) Grants Policy Statement, requirements imposed by program statutes and regulations and HHS grant administration regulations, as applicable, as well as any requirements or limitations in any applicable appropriations acts.
