The program makes discretionary grants to improve port facilities at coastal seaports, inland river ports, and Great Lakes ports for the purpose of improving the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports. The program also has a limited allowance for certain development phase activities.

15 projects were awarded in FY20. Of the 15 projects that were awarded grants, six are located in Opportunity Zones, which were created to revitalize economically distressed communities using private investments.
For FY21 more than $240 million discretionary grants were awarded for 25 projects.
In FY23 $648,959,442 in FY23 appropriated funds were awarded for 41 projects.
