Program objective

The objective of the HP- ETS grant program is to train non-federal employees who conduct CMV enforcement activities in accordance with Federal Motor Carrier Safety Regulations (FMCSR), Hazardous Materials Regulations (HMR), and the Commercial Vehicle Safety Alliance’s (CVSA) Out-of-Service criteria; and to develop related training materials to increase awareness and education on CMV safety and otherwise improve CMV safety. These activities are supported in alignment with the U.S. Department of Transportation’s strategic objectives of: a. Safety: Make our transportation system safer for all people. Work toward a future where transportation-related serious injuries and fatalities are eliminated, and public health improved. b. Economic Strength and Modernization: Grow an inclusive and sustainable economy. Invest in our transportation system to provide American workers and businesses reliable and efficient access to jobs, resources, and markets reducing transportation-related disparities and burden in the environment. c. Equity: Address inequities. Support and engage people and communities to promote safe, affordable, accessible, and multimodal access to opportunities and services while reducing transportation-related disparities and burden in the built environment.

    For Fiscal Years (FY) 2022 and 2023, the Federal Motor Carrier Safety Administration (FMCSA) awarded $5,000,000 in HP-ETS grant funding. This funding supports the training of non-federal employees involved in Commercial Motor Vehicle (CMV) enforcement activities. Additionally, it can be used for a variety of projects aimed at enhancing highway safety. Examples of training programs included in the award are as follows:

    • North American Standard Part – A • North American Standard Part – A Alaska • North American Standard Part B • Passenger Carrier Vehicle Inspection • General Hazardous Materials • Cargo Tank Inspection • Cargo Tank Facility Review • Advanced Roadside for Hazardous Materials • Other Bulk Packaging • Advanced Explosives • Advanced Hazardous Wates and Substances

    With the issuance of the grant, FMCSA ensures that each training course includes a statement of equity, leverages qualified FLETA-accredited instructors, and maintains the highest academic standards, regardless of geographical location throughout the United States and its territories.

    In FY 2023 and FY 2024, a total of 892 courses were conducted, training 6,286 state and local law enforcement personnel in a wide range of commercial motor vehicle-related safety topics. These topics include, but are not limited to:

    ■ North American Standard Part A (138 classes, 2,182 students trained) ■ North American Standard Part B (112 classes, 1,564 students trained) ■ Passenger Carrier Vehicle Inspection (27 classes, 351 students trained) ■ General Hazardous Materials (61 classes, 797 students trained) ■ Cargo Tank Inspection (54 classes, 764 students trained) ■ Other Bulk Packaging 28 classes, 410 students trained ■ New Entrant Safety Audit (11 classes, 107 students trained) ■ New Entrant Safety Audit Workshop (3 classes, 19 students trained) ■ Investigative Safety Analysis (11 classes, 92 students trained)

  3. 2025

    FMCSA is developing the Fiscal Year (FY) 2025 Notice of Funding Opportunity (NOFO) to align with and continue supporting the department’s strategic goals and priorities related to HP-ETS and highway safety.
