Program objective

The Smith-Lever Special Needs Competitive Grants Program (SLSNCGP), Assistance supports innovative, education-based approaches to address disaster preparedness and specific responses related to disasters or disaster threats caused by natural, human-made, or technological hazards, or by other factors that contribute to the exposure or vulnerability of a community. The goals and objectives of SLSNCGP include supporting quality of life in communities across the U.S. by addressing disaster preparedness, response, recovery, and mitigation in food and agricultural systems. The SLSNCGP also seeks to continue to provide information and resources to USDA target audiences, stakeholders, and collaborators to improve decision-making before, during, and after disasters. The Joint Cooperative Extension Programs at 1862 Land-grant Institutions and University of the District of Columbia Public Postsecondary Education Reorganization Act Program (DCPPERA) supports cooperative agricultural extension activities at Land-grant Institutions. The Cooperative Extension Programs at 1862 Land-grant Institutions (Smith-Lever Special Needs) (SLSN) program supports innovative, education-based approaches to addressing extension education and services to these limited resource farm families to help them achieve desirable results. Methods may include, but are not limited to, collaboration with other organizations, appraising resources for capability of improvement in agriculture or introduction of industry designed to supplement farm income, other new farming ventures or new technologies. The SLSN program seeks to increase the level of agricultural extension activities and reach out to limited resource farm families at a disadvantage for agricultural development because their operations are too small, have low productivity, or are unable to make adjustments to establish profitable operations or profitable employment.

    This represents a newly created Assistance Listing (CFDA) number, which was part of an initiative to break out the separate programs formerly contained in CFDA # 10.500 – Cooperative Extension Service (CES).

    (A) – Cooperative Extension Programs at 1862 Land-grant Institutions (Capacity Program)

    Cooperative Extension Programs at 1862 Land-Grant Institutions and University of the District of Columbia Public Postsecondary Education Reorganization Act Program were allocated $302,853,898 to support Extension activities. Awards ranged from $ $1,135,279 to $13,278,477. The total amount of required matching funds in FY 2019 was $281,846,943. 1862 Land-Grant Institutions in the 50 States must match 100 percent of the SLSN funds they receive with funds from non-Federal sources such as State or county appropriations.

    In Fiscal Year (FY) 2019, $1,212,160 (representing the Appropriation, less the legislatively mandated set-asides), was available to fund this program allocated solely to the University of the District of Columbia (UDC).

    There is no matching requirement for this program.

    Administrative costs are taken from Smith-Lever funds.

    (B) - Cooperative Extension Programs at 1862 Land-grant Institutions (Smith-Lever Special Needs Capacity Program)

    For FY 2019, the Special Needs program was allocated $1,029,979 to support individual projects that may be initiated under this program.

    Awards ranged from $11,347 to $111,504.

    (C) - Smith-Lever Special Needs Competitive Grants Program (aka SLSNCGP) The Smith Lever Special Needs projects will fund the development of educational programs and demonstration activities focusing on disaster preparedness, mitigation, response, and recovery. The projects must support innovative, education-based approaches to addressing emergency preparedness and specific responses related to natural and human-made disasters.

    The amount available for support in FY 2019 was $462,744 Eleven (11) proposals were submitted and six (6) proposals were recommended for funding.

    (D) - University of the District of Columbia Public Postsecondary Education Reorganization Act Program (DCPPERA)

    In Fiscal Year (FY) 2019, $1,212,160 (representing the Appropriation, less the legislatively mandated set-asides), was available to fund this program allocated solely to the University of the District of Columbia (UDC).

    There is no matching requirement for this program.

    Administrative costs are taken from Smith-Lever funds.

    (A) – Cooperative Extension Programs at 1862 Land-grant Institutions (Capacity Program)

    FY 2020 funding levels have not yet been established by Congressional Appropriations.

    However, in accordance with financial data provided by the Budget Office, NIFA projects that approximately $288,543,794 will be available to fund similar projects.

    (B) - Cooperative Extension Programs at 1862 Land-grant Institutions (Smith-Lever Special Needs Capacity Program)

    Based upon the President’s Budget, for FY 2020, NIFA projects that $1,029,979 will be allocated to support Special Needs individual projects that may be initiated under this program.

    Awards are projected to range from $11,347 to $111,504.

    (C) - Smith-Lever Special Needs Competitive Grants Program (aka SLSNCGP)

    FY 2020 funding levels have not yet been established by Congressional Appropriations.

    However, in accordance with financial data provided by the Budget Office, NIFA projects that approximately $463,844 will be available to fund similar projects.

    • Joint Cooperative Extension Programs at 1862 Land-Grant Institutions and University of the District of Columbia Public Postsecondary Education Reorganization Act Program: This program is a capacity (formula) program, and the Request for Applications (RFA) is directed to eligible applicants. In FY 2024, 58 applications were received, and 58 awards were made.
    • Cooperative Extension Programs at 1862 Land-Grant Institutions (Smith-Lever Special Needs) (Capacity): This program is a capacity (formula) program, and the Request for Applications (RFA) is directed to eligible applicants. In FY 2024, 16 applications were received, and 16 awards were made.
    • Smith-Lever Special Needs Competitive Grants Program: This program is a competitive program; eligible applicants are from 1862 Land-grant universities. In FY 2024, five applications were received, and four awards were made.
